[Tacops] TacOps v4 UAV changes

 I used the new altitude function in delayed orders last week running a quick TF Frolik.I only had two UAVs on the map and was not paying too much attention to them but I did not notice any unplanned behavior. I'll try to take a closer look this weekend, stress them out a bit.

probably be needed. I suggest using the Basic Training tutorial scenario
with added UAVs. Use the "Options/Add Unit" feature. See recent UAV changes

240106 Added US Aircraft UAV FSC and OP Aircraft UAV FSC. These units
provide a fire support coordination bonus that increases the responsiveness
and accuracy of artillery fire on enemy units under observation by these
UAVs.

240119 Added GM Aircraft UAV Mikado. More function code will be needed.
Might need to give it a fire support coordination bonus.

240122 worked on UAV code. Added variable UAV altitude controls similar to
helicopters; land, take off, fly at nap of the earth, and fly at medium
altitude. These new controls are in the UAV unit orders window. One control
is in the delayed orders area and one is in the instant order area.

2402?? Adjusted the three versions of the GM and NL Fennek Recon vehicles
and the NL Fennek ATGMV from 3 crew and no dismounts to 1 crew and 3
dismounts. Done to allow the Fennek to transport the GM Micado UAV.

240204 Enabled GM Mikado UAV to land in woods and city terrain. Enabled GM
Mikado UAV to be loaded, transported, and unloaded by any vehicle or
helicopter able to carry cargo/troops.  Will need to code exceptions to this
ability in the future.
